Biography

Terry Carr currently serves as the Associate Deputy Assistant Secretary for Housing Counseling at the United States Department of Housing and Urban Development. In this role, Ms. Carr collaborates with a national network of 1,400 HUD-Approved housing counseling agencies, financial organizations, and federal partners to bring vital housing resources to communities across the United States. She has over 20 years of experience in federal and private sector environments, envisioning and leading complex strategies to secure the continued success of housing financial institutions and public policies to support the American people. Ms. Carr has previously served as the Director of Strategic Communications at the Federal Housing Administration, the Director of Policy, Communications, and Spokesperson for the Government National Mortgage Association (Ginnie Mae), and Vice President at Edelman Public Relations. Earlier in her career, she worked for the Federal Reserve Bank of Kansas, Missouri City, and in the United States Senate for David Boren, D-Oklahoma. With a wealth of public policy and communications experience, Ms. Carr has an in-depth understanding of complex financing, housing issues, and strategic communications, which she uses in her work to bring homeownership opportunities to all Americans.
