Biography

Troy Blackwell is the Deputy Chief Communications Officer at the U.S. Patent and Trademark Office (USPTO). In this role, he co-leads communications at one of the three largest intellectual property offices in the world, with more than 13,000 employees. He is responsible for the development and implementation of strategic communications for the USPTO in coordination with the U.S. Department of Commerce and the White House, and advises the Under Secretary of Commerce for Intellectual Property.

Prior to this, Troy was the Director of the Office of Press Relations and Global Spokesperson for the U.S. Peace Corps, managing news media across 64 countries. He developed and launched the agency’s historic global marketing campaign ‘Bold Invitation,’ which generated more than 1 billion ad impressions, 105+ million video views, and more than $10 million in PSA donated media. Previously, Troy served as a Senior Advisor at the U.S. Department of Homeland Security; Senior Advisor at the U.S. Selective Service System; Trips Director to former Vice President Joe Biden; aide in the Obama-Biden White House Office of Public Engagement; and publicist in the private sector.

Troy is on the board of directors for the Diversity Action Alliance, a coalition of over 100 media companies advocating for DEI in the industry, and has been recognized by Crain’s NY, Ellis Island Honor Society, National Urban League, New America, Out in National Security, and the Public Relations Society of America.
